Paragraph 1:
In an effort to educate the
children with regard to fair play, the recommendation is that the activity sessions shall be played
with a referee (A team coach is acceptable, it is the responsibility of
the HOME team to provide this).
Paragraph 2:
The maximum duration of the activity shall be:-
► 8s – 40 minutes
► 9s and 10s – 50 minutes
►11s and 12s – 60 minutes
Play can be two or three periods with 5 minute intervals. Flexibility
should prevail.
The team coaches have joint discretion to alter this in the event of poor
weather conditions, pitch conditions, or an obvious mismatch.
Paragraph 3:
Goal keepers may kick or throw the ball out as preferred. However, in an effort to prevent long passes, they should be
encouraged to restrict throw-outs or kick-outs to their own half of the pitch. KICKING FROM HAND IS NOT ALLOWED.
Paragraph 4:
Goalkeepers attempting to gather the ball by hand may not be challenged.
Paragraph 5:
The off-side law shall not apply.
Paragraph 6:
Players shall use throw-ins to re-start the game
(re-take if necessary).
Paragraph 7:
On all occasions when the game is started or restarted, opposing players must be at least 5 meters away from the
ball.
Paragraph 8:
All free kicks will be indirect.
Penalty kicks shall be taken 7 meters away from the "goal-line"
Paragraph 9:
The ball shall be re-centred after a goal has been scored.
Paragraph 10:
In the event of a mismatch, it is the responsibility of both team coaches to redress the imbalance where possible.
Paragraph 11:
Teams may consist of up
to 10 players. Substitutions may be made and
reinstated at any time during a match (rolling subs). In the event of a FOUR GOAL difference, the losing team can automatically field an extra player. Thereafter, additional
players may be fielded until the imbalance has been addressed. Coaches are encouraged to ensure that all players are
given an equal opportunity to play, and that substitutions at the end of a game, giving young players only a few minutes
playing time must be avoided.
Paragraph 12:
Modified goals and pitch dimensions shall be applied in accordance with local circumstances. Recommended pitch
dimensions are 60 meters x 40 meters. The Scottish Football Association junior goalposts should be used wherever
possible, 4.9 meters x 1.8 meters.
Paragraph 13:
U8 and U9 shall use a size 3 ball.
U10, U11, U12 shall use a size 4 ball.
Paragraph 14:
In every game a safety zone will be used. This should be at least 5 meters out from the goal-line, and the full width
of the pitch. U11and U12 may use a marked out box instead of the full width zone.
Disciplinary Process
The following shall apply to all age groups
The basis of all discipline within the Association shall be founded upon the principles of self regulation. Members in dispute
over any incidents on or off the field of play, shall endeavour to reach a mutually agreeable outcome, embracing the spirit of
fair play where possible. Only if this cannot be achieved or the incident repeated, shall the matter be reported to the
Associations General Secretary, who has the power to such action as is necessary to resolve the dispute.
Inherent to the success of the Association is the philosophy that the game is played for the pleasure it can bring to young
players. In an effort to protect this philosophy and to maintain the highest possible standards, a form of
monitoring shall be carried out.
The focus of the monitoring process will be centred largely on the spirit which the activity sessions have been
played.
Paragraph 1:
If the complaint cannot be resolved to the complainers satisfaction following their raising of the issue with the other party,
then the complaint should be addressed in
writing with any supporting testimony to the General Secretary within 14 days of
the incident.
Paragraph 2:
On receipt and within a further 7 days, the Secretary will forward the complaint and
any supporting testimony to the
defendant, having first erased any addresses and telephone numbers in photocopying, for their comments, and any
supporting testimony within 14 days.
Paragraph 3:
On receipt by the Secretary, the defendants response and any accompanying testimony, again having any addresses and
telephone numbers erased, should be passed to the complainer for their comments within 7 days.
Paragraph 4:
At this point the Secretary will ask the complainer whether in light of the response received, they wish the matter proceed to
a hearing. This would offer the defendant, should they wish or consider it necessary, the opportunity through the league,
suitable apologies and action to placate the complainer. This would extend the opportunity for self regulation, and in the
event that the complainer was satisfied, the matter could be closed.
Paragraph 5:
If the situation remained unresolved, a hearing will be
called by the General Secretary.
